The first photo is a decorative element on the wall/fence outside a house. The second photo shows recycling stations that occasionally pop up. They usually don't last long. I would guess the reason they are short lived is because people fill them up with any garbage and don't mind the labels on the containers. The containers are also very small. To me this looks more like a set up for one private house, not the entire community.
